Here's a serial MIDI driver for Windows NT that I downloaded from a shareware page in Japan. While serial MIDI drivers for Windows 95/98 are widely available and well supported, Windows NT has yet to arouse much interest or support from developers of MIDI software. This was the only NT serial driver I could find after an exhaustive search of the net. If you need to run NT, and you want to be able to access your MIDI devices using a "to-host" cable connected to the serial port, this is it. It's far more practical just to throw in a cheap sound card and attach a PC MIDI cable to the joystick port.
I did not write this driver, so I am not in a position to answer any questions about it. The instructions are in Japanese and I have no idea what they say, sorry. Nevertheless, installation and configuration should be reasonably obvious to a person with above-average to advanced computer skills. If you are not in the aforementioned category, I recommend that you do not attempt to install this driver.
